All fish require filters, bettas included. They can live without them for a time but do better with them. They are correct. Minnows are a schooling fish are require a group of 6+ fish. Without a proper school the fish will be stressed more and not as happy. In a bowl, you'll be required to do more water changes to keep the water clean and to keep the fish alive. In larger tanks, though you will be doing more work proportionally for a water change they are easier to care for then a small bowl.
