The Ascendant moves one degree (there are 30 degrees in a sign) roughly every 4 minutes of clock time ... so if the Ascendant was at 28 degrees of Scorpio at 5 PM, but you were actually born at 5:15 (and 5 PM was just a rounded-off time), you could easily have Sag Rising instead of Scorpio Rising.See if your birth time is on record, either on your birth certificate or with the hospital you were born at.
